These agencies are the Department of Corrections, the Board of Pardons and Paroles, and the Adult Probation Commission. They would be renamed and made into divisions of a new Department of Criminal Justice. Each division individually retains most of its previous functions. The bill also addresses the problems of local and State administration of correctional institutions and facilities; the release of defendants with or without bond; and the redefining of probation, parole, and mandatory supervision. It also focuses on programs for rehabilitation, information systems to help police and other agencies track an offender's history, and the issuance of bonds to finance the construction of correctional facilities.
