The provisions of the 1984 Act are discussed in detail, along with relevant case law. Of particular concern are police liabilities for unjustified interference with persons and legal procedures and powers for detention without arrest, stopping for questioning, and stopping to search. Arrest procedures under the 1984 statute are defined, including the definition of arrest, the obligation of police authorities to give the suspect the reasons for an arrest, and the manner for conducting arrests and searches outside of police stations. Procedures for making arrests without warrants are detailed and the meaning of reasonable grounds to justify detention or arrest are discussed.
