Titles I, II, and III of the Act identify those individuals in the Federal legislative, executive, and judicial branches who are required to disclose their personal financial affairs through the filing of financial statements containing specified elements. Judicial interpretation of the disclosure requirements is discussed, with emphasis on judicial privacy, the application of criminal penalties, and the use of required statements after filing. Title IV establishes the Office of Government Ethics in the U.S. Office of Personnel Management and Title V sets forth rules relating to post-employment conflicts of interest. Judicial interpretations and legislative proposals relating to Title V are discussed, as are Title VI independent counsel provisions and relevant case law. The application of post-employment restrictions to former Congressmen has been proposed and has been supported by President Bush. 143 footnotes.
