Systems analysis as a tool for criminal justice policy development has declined because those employing it failed to consider fundamental political and operational realities.
Abstract
Systems analysis was originally used for defense policymaking by the Federal government. In the late 1960s, systems analysis began to be used in crime and justice policymaking. Use of systems analysis has waned, in part because the criminal justice system concept lacks a central system controller. Additionally, systems analysis as applied to criminal justice policymaking oversimplified the concept of policing in a democratic society. An effective analytical framework should be scaled down to the agency level and should include agency goals other than crime control. 24 references. (Author abstract modified)
