Conclusions and recommendations are based on interviews and site visits with persons knowledgeable in various aspects of family violence, a literature review, and foundation staff analyses of the issues. After outlining the scope of the family violence problem, this paper commits the Conrad Hilton Foundation to focus on two aspects of the problem most directly and seriously affecting children: physical abuse in the family and sexual abuse of younger children. The paper first reviews major approaches to diagnosing and treating physical abuse in a variety of settings. As a guide for grantmaking, the foundation will target prevention over treatment, more uniform and higher quality interventions, efforts to inform and strengthen public policy, programs which address large service gaps, functions which integrate and coordinate services, and programs that address underserved communities. After reviewing current approaches to child sexual abuse, the foundation commits itself to prevention education, concrete ways to improve public policy regarding the problem, and the strengthening of the criminal justice system's functioning in this area. Four grants already issued are briefly described.
