This report discusses the current status of the efforts of the Federal Office of National Drug Control Policy (ONDCP) to develop a plan to use existing Federal research facilities to develop technologies for use by Federal law enforcement agencies and to provide these agencies with research, development, technology, and evaluation support.
Abstract
These efforts were mandated by the Anti-Drug Abuse Act of 1988. The law also required that ONDCP submit its plan to Congress by February 17, 1989. However, the ONDCP was not confirmed until March 9, 1989. As a result, ONDCP expects to submit the plan to Congress on November 1, 1989. ONDCP has acted as an ad hoc group called the Science and Technology to develop the plan, the details of which are not yet known. However, it is expected to describe a framework for the use of Federal research facilities, discuss how the facilities and law enforcement will work together, address ways to measure effectiveness, and assess the possible participation of State and local law enforcement agencies.
