The Narcotics Command of the Philippine Constabulary/Integrated National Police (PC/NP NARCOM) has adopted an intensified marijuana eradication program with the support of the Philippine Air Force (PAF) and PC/INP provincial commands, with the assistance of U.S. Naval Investigative Service (NIS) and the U.S. Air Force Office of Special Investigations (OSI)
Abstract
Targets are initially established through intelligence reports from field units, trends in seizures and data of locations where plantations were previously detected. Reconnaissance is performed by a PAF helicopter with personnel from NARCOM, NIS, and OSI. After the reconnaissance mission, a coordinating conference is held among NARCOM, NIS, and OIS personnel. This conference establishes the operation's duration, task designation, and instructions coordination. One sign of the program's effectiveness is that major cultivation areas neutralized have not subsequently produced at their previous level. Also, farmers have resorted to planting in smaller areas and on steep mountain slopes, reducing the cost-effectiveness of their operations. Seizures in market areas have significantly decreased, and the marijuana price has increased as much as 50 percent.
