This methodology is applied to fine cases from 1981 to 1984 in the U.S. District Courts for drug offenses, income tax crimes, and offenses of all types by corporations. The data show that fine enforcement success varies significantly across crime types and is lowest for fines imposed on drug offenses. The paper discusses institutional obstacles to better fine enforcement and suggests that an agency devoted exclusively to this purpose would improve fine enforcement. 1 table, 3 figures, 15 notes, 1 appendix, 23 references.
