The Illinois Drug Abuse Fund was created by law in 1984. The enabling legislation provides that 12.5 percent of all drug-offense fines be deposited in the statewide Juvenile Drug Abuse Fund. This fund is administered by the Illinois Department of Alcoholism and Substance Abuse (DASA). The fund pays for a broad array of juvenile services that provide a continuum of care and range from early prevention and intervention to intensive residential treatment. DASA has developed and is implementing a comprehensive program to market the fund through introductory letters, followup notices, regular mailing, local training programs, and special meetings with circuit judges, county sheriffs, State's attorneys, county circuit clerks, and drug/alcohol treatment and prevention programs. After presenting the Juvenile Drug Abuse Fund Act, this report provides statewide data on fund receipts and expenditures for fiscal years 1984-88. A county-by-county report is provided for fiscal year 1988. Also provided are data on program expenditures by region and regional descriptions of funded programs.
