A successful counterattack to campus bomb threats demands a carefully devised, complete, and well-integrated system.
Abstract
Anyone with sufficient motivation and evil disposition can construct a deadly bomber. Construction is simple, and the components are readily available. Educational targets constituted 6 percent of the bombing incidents during 1978-1987, with a total of 717 incidents in which two people were killed, 217 injured, and $5,960,000 worth of property damaged. Even hoaxes are a serious threat to educational targets, resulting in anxiety and loss of time, productivity, creativity, and morale. The general functions of a systematic bomb prevention program include conducting a security analysis specific to bomb prevention; preparation of a comprehensive plan of a system addressing policy, personnel, technology, and procedures; system management; and system evaluation. With this specific and systematic counterattack, the challenge of bomb prevention can be met.
