This article provides guidelines for developing a fair and accurate system of employee drug testing.
Abstract
An employee drug testing program should be accompanied by comprehensive policies governing testing. This should include a statement of the company's view of drug abuse and the drug abuser as well as the need for employee drug testing. The company's responsibilities to its employees and the employees' responsibilities to the company should be listed. The policy statement should describe company procedures for implementing its drug policy and indicate the penalty for violating the policy. In addition to having a comprehensive drug policy, adequate notice must be given employees when a testing program is initiated. There must be relevant education programs for supervisors and employees, and sample-handling and documentation procedures must ensure that each sample has not been tampered with and that the sample and the reported results are correctly matched. Proven test methods with stringent quality control should be used, and the confidentiality of test results must be ensured. The company should provide for counseling and rehabilitating drug-abusing employees.
