Over the last ten years, the population in institutions has increased considerably due to continuing increases in new admissions and parole violators returning to prison. The increase in new admissions is due primarily to the impact of legislative changes and an increase in reported crime, especially drug-related crime. The increase in parole violator returns results from a combination of factors, including severe crowding in local jails and court orders against such crowding, a larger parolee population, and a high rate of parole violation. The Spring 1990 projected institution population has been decreased slightly for June 30, 1990 and 1991, versus the projection published in the Fall of 1989. However, the following four years (1992 through 1995), the Spring 1990 projection has been increased over Fall 1989. The initial decrease in projected institution population is due to lower parole violator returns, while the latter increase is the result of higher total admission projections. 5 figures, 18 tables.
