This analysis of approaches for meeting the current and future space needs of California's Division of Law Enforcement's headquarters in Sacramento is a conceptual analysis, not an architectural program.
Abstract
Consultants sent questionnaires to and interviewed staff of every division program in the building complex and analyzed a transportation survey conducted a few months earlier by the Department of Justice. Meetings were held with most of the management personnel. Consultants inspected and assessed all parts of the facility and examined documents on planning and staffing the division. Information developed covers the purpose, functions, and expectations of each program; current occupancy and use of all buildings; current state of transportation and parking; and historical staffing patterns corrected for reorganization. This study outlines the division's potential choices for its future expansion and presents seven scenarios that combine these choices in various configurations. This study recommends that the division proceed with preliminary planning for the scenario that involves expansion on the current site and adjacent land. This option meets current need, permits flexibility in implementation, and permits expansion beyond the 10-year project in the most cost-effective manner. A technical appendix in volume 2 provides an existing facility inventory, organizational charts, program summaries, the transportation questionnaire, and the space-use questionnaire.
