Abstract
The plan is designed to improve overall management of the jail population through computer-generated studies of the inmate population and high-level commitment to jail population management. The plan encompasses improved field citation policies, case screening, pretrial release criteria, notification to control failures to appear, alternatives to fees for pretrial services, information exchange speed and accountability, revocation hearing policies, and court scheduling. The plan also covers special populations which take up a significant amount of bed space. Special populations include substance abusers, mentally ill offenders, and juveniles. Postsentence program elements focus on community service, electronic monitoring, and work release.
