The Association for the Development of the Pyrenees Through Training provides training for social and economic development projects in valleys and mountain areas. The second project is the Center of Employment Initiatives for Young People, which provides a range of services to people under age 25 in Paris. The third project, Studies and Services for the Promotion of Enterprise, provides advice and training to potential business and cooperative enterprises. The experience of these projects indicates the need for a coordinated approach, local government involvement, and an intermediary to link public agencies and local people. Other important needs are innovation, a strategic approach, capacity building, precise identification of target groups, active promotion of a project's service, accessibility, preparatory training for the unemployed, and the use of a team approach.
