The concept was for training developers from the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia, and the Federal Bureau of Investigation Academy to jointly develop the program using the advice and assistance of other members on the IACP Terrorism Committee. The process was initiated by assembling a draft training program using modified, off-the-shelf training materials. New lesson plans were jointly developed where a void was identified. It was decided that the best approach was a train-the-trainer program known as First Response Training Program (FRTP). Courses within the FRTP include preconfrontation/contingency planning, site survey, initial responding police officer duties, initial responding supervisor duties, tactical perimeters, crisis site essential elements of information, command and control, and communications. On the last day of the program, students are required to demonstrate their teaching proficiency by presenting a selected lesson to their classmates and a FLETC facilitator in a small group mode. The program has been conducted several times and will be offered quarterly at the FLETC.
