It describes the important role STI plays in science and technology policy, science education, as well as basic research, applied research and development, product development, and manufacturing. The challenge lies in better use of these STI assets to increase our international competitive edge. Current controversial STI policy issues revolve around the Federal role in information dissemination, principles of STI dissemination, policy on the open flow of STI, and the role of government-wide dissemination agencies. In order to provide a workable consensus regarding policies, a presidential initiative is proposed for STI dissemination and access. It can be achieved by strengthening the OSTP (Office of Science and Technology Policy) role, establishing Advisory Committees, and redefining the OSTP-OMB (Office of Management and Budget) working relationship regarding STI. Upgrading agency management, developing technical standards and directories, launching an education initiative, and improving international exchange programs also comprise the framework for the presidential initiative. 224 references, 3 tables.
