The methods presented are intended to apply to police patrol everywhere, but more particularly to vehicle patrol in cities and towns. The guidelines emphasize that patrol is an active process that involves all the senses and much energy. The essential components of effective patrol are knowledge of the law, knowledge of the area being patrolled, the use of active patrol techniques, mental and physical preparation, persistence and followup during an investigation, and a focus on the issues that have the greatest impact on the crime problem.
