This report describes the planning and implementation of the 6-month Shock Incarceration Program in New York. This joint effort of the Division of Parole and Department of Correctional Services in New York was implemented in response to a mandate from the Legislature for an early parole release program.
Abstract
It reviews the implementation of rigorous physical activity, intensive regimentation, discipline, academic education, drug rehabilitation, and individual and group counseling in a multitreatment program to prepare participants for early parole consideration. Of 3,016 volunteers sent to shock treatment, 1,158 graduated with early release to parole supervision. The program differs substantially from similar programs in other states, particularly in the extensive levels of treatment provided. The report also discusses the impact of shock incarceration from the perspective of program costs, inmate educational achievement, inmate disciplinary activity, parole release, decision-making, and community reintegration. The reemployment evidence suggests that the intensive program has received a certain degree of acceptance from the community and the private sector. 28 statistical tables and 3 appendixes on New York standards and report forms.
