This journal conducted a survey of all 50 States, the Federal Bureau of Prisons, and the District of Columbia to ascertain the components of various inmate drug treatment programs. All states, except Kentucky, showed substance abuse programs; the funds spent increased over one-third between 1989 and 1990. The survey found that inmates enter these programs through department classification, court orders, inmate request, or requests from the institution or parole board. Group and individual counseling are included in nearly all the programs; many include therapeutic communities, mental health services, and AIDS education. About half the systems had instituted some sort of evaluation program, but most did not report on their perceived success rate. Systematic evaluation criteria and transitional services were seen as essential components of successful programs.
