While there is increasing concern on the part of workers and administrators to act to enhance safety, there have been a number of impediments to the achievement of this objective: (1) the problem of describing worker safety issues and defining "victimization;" (2) the difficulty of assessing the scope of the problem; (3) the problem of inadequate understanding of the etiology or causation of these events; and (4) the problem of developing appropriate agency-based strategies for productive intervention. A number of programs have already been implemented in individual agencies across the country to enhance the safety of their workers, which can provide useful examples for others. However, the steps taken in particular agencies should be tailor made to their unique circumstances. Thus, the need for agency-specific assessment, planning, and programming in the evaluation of worker safety efforts is compelling. 67 notes, bibliography.
