Extensive data support the conclusion that minority youth are overrepresented at each stage of the juvenile justice system and that the overrepresentation increases as they progress through the system.
Abstract
Therefore, the National Council of Juvenile and Family Court Judges recommends strategies be developed and implemented to assure that the practices and policies of the various components of the system do not place minority youths at greater risks of overrepresentation. Specific actions should include monitoring and review efforts by legislatures, administrative officers of the court, and other administrators and training of juvenile justice personnel regarding cultural and ethnic differences. Further actions should include the involvement of minority staff in decisionmaking and direct service delivery, a leadership role for juvenile court judges in ensuring that appropriate community services and programs are established, and the involvement of minorities in the establishment of alternatives to institutionalization. Further measures should focus on improvements in family conditions, advocacy for all youths, evaluation and research in the juvenile justice system, and training programs and workshops for judges and other crucial juvenile justice practitioners.
