The police department coordinates the effort, which also involves the fire department, the streets and sanitation department, the housing and neighborhood services department, and the city attorney's office. Targeted neighborhoods have high levels of drug use and street distribution, high crime levels, and large numbers of calls for police service. In addition, neighborhood residents must be willing to take control of their own communities. The program uses a 6-phase effort. The program requires extensive personnel, but results to date show that these expenditures can reduce crime and calls for police service in the targeted areas.
