This report presents the master plan for public facilities in Solano County (Calif.) with emphasis on the need for criminal justice facilities.
Abstract
The discussion emphasizes that a crucial policy issue concerns the future growth of the justice system and whether to control justice system growth through the use of management systems. The plan is based on information gathered from 48 departments and divisions and on an analysis of the county's 83 buildings and 136 total locations. Findings showed that rapid population growth will require increased county services. If current trends continue, justice agencies will represent 54 percent of total county employees in 1997 and 66 percent in 2007. However, if the rate of growth of justice agencies is reduced by 50 percent, justice employees will make up only 44 percent of the total county employment by 2007.
