As required by law, the Commission reviewed all legislation affecting juvenile law and services. It also initiated or rewrote legislation as a result of its continuing analysis of these issues. Legislative proposals focus on providing appropriate transportation of delinquent juveniles to detention centers and to State training schools, the appointment of a representative of the guardian ad litem program to be a Commission member, and the clarification of detention procedure relating to another county's secure custody order for a juvenile. The Commission also proposes legislation to clarify the definition of neglected child within the jurisdiction of the district court, to clarify the authority of the district court to award custody of a child to a parent in a judicial review hearing under State law, and to expunge the juvenile to be delinquent or undisciplined.
