The report notes that although the number of current users of marijuana and cocaine, the two most common illegal substances, data on crime, lost worker productivity, the cheap availability of drugs, and health issues such as AIDS indicate that the drug problem in the United States is becoming worse. Therefore, actions are recommended in the areas of criminal justice; drug treatment; education, community action, and the workplace; international activities; interdiction; research; and intelligence. Criminal justice priorities include increased Federal funding to States and localities for street-level drug law enforcement; Federal funding for establishing alternative sentencing programs for nonviolent drug offenders, including house arrest and boot camps; and increased Federal funding for Federal law enforcement activities.
