It presents the humanistic philosophy behind this approach as well as the financial issues involved. Factors influencing the dangerousness of deinstitutionalization are examined in relation to data from juvenile deinstitutionalization programs in the States of Maryland and Massachusetts. Hawaii is viewed as a state with the potential for the designs and implementation of a model juvenile justice system that would reduce the incarcerated juvenile population in favor of a system of small secure and locked settings for truly dangerous youths with a wide array of community-based programs for the others. Dependent on individual needs, the programs can include Wilderness Challenge Program, Associated Marine Institutes (AMI), and Outward Bound Models, In Home Family Services, and the Youth Advocates Program in Maryland. 1 note and 9 references
