Five chapters cover each of the major components of the State's criminal justice system: law enforcement, prosecution and public defense, the courts, corrections, and juvenile justice. Each chapter has an overview that describes the responsibilities, organization, and staffing of the component, along with any new and significant procedural or technological changes. Each chapter also has a "data" section that explains the sources of information used in the chapter and any data quality concerns. A "trends and issues" section analyzes the latest statistical data on trends in system activity and, in some cases, projections of future activity. The concluding section of each chapter explores financial and resource issues related to that system component. This includes funding sources, expenditures, how spending patterns have changed over time, and how changes in spending compare with changing activity levels. The report conducts a detailed analysis of resource and spending patterns in three counties: Cook, DuPage, and Cass. A special section updates much of the drug-abuse and drug-related crime information presented in last year's report. Appended supplementary information and a subject index.
