The rules establish for international use basic principles for the enforcement of noncustodial sanctions. They are also intended to enhance the credibility of noncustodial sanctions as a means of reintegrating offenders into society as law-abiding citizens while respecting their human rights and dignity. The rules regulate a number of situations in which offenders may be vulnerable to the misuse of authority, in violation of offenders' human rights and dignity. Following a statement of general rules, along with commentary, a series of rules is presented to address operational aspects of control, supervision, and the recording and use of information about the offender. Other rules pertain to individual obligations to persons subject to enforcement and organizational requirements, complaints procedure, and offender breach of principal and supplementary obligations and conditions.
