The Task Force held public hearings and sought information from the police through lengthy questionnaires. The Task Force reported unequivocally that relations between police and visible minorities are at a dangerously low level. As a result, a monitoring system, the Ontario Race Relations and Policing Review Board, was developed to promote a climate of healthy interaction between minorities and police and to monitor their interaction in the areas of employment, training, and community relations. The Task Force also recommends mandatory employment equity programs for all Ontario police forces including greater use of civilians in policing. Effective race relations training for police is also required urgently. The use of force was of particular concern to the public, therefore, the Task Force recommended that Regulation 790 of the Ontario Police Act be partially revoked and partially amended to limit officers to shooting only in defense of life or to call for assistance in a critical situation.
