This 1990 final report of the Montana Criminal Justice and Corrections Advisory Council presents recommendations for addressing the needs of the State's female offenders, sentencing practices, and prison overcrowding.
Abstract
Each of the 16 council recommendations is accompanied by a statement of the problem to be addressed, an estimate of implementation costs, projections for prison population impact, comments on required legislation and administrative rules, and a discussion of related implementation issues. Recommendations for female offenders include the addition of two beds to the Life Skills Center and 12-15 beds for the prerelease center. Also recommended are contingency funding to address immediate housing needs for female offenders and the construction of a new 100-120 bed women's facility. Recommendations to relieve prison overcrowding include the encouragement of local jurisdictions to use house arrest and community service orders in lieu of prison sentences, the construction of three new housing units, the expansion of prerelease centers, and the release of selected offenders to electronic monitoring/house arrest for the last 2 months of prerelease. Sentencing recommendations include increased probation and parole resources and the creation of a task force to study sentencing, treatment, and release issues.
