These papers provide practical organizational and procedural information about the Human Rights Committee, established by the United Nations-sponsored International Convention on Civil and Political Rights to monitor implementation of the Covenant by the State signatories.
Abstract
The first paper introduces the Human Rights Committee and describes its composition, meetings, and functions including State Party reports, communications from individuals, and inter-State complaints. The role of non-governmental organizations and the significance of the Committee are also discussed. In the second paper, the examination of individual complaints under the Optional Protocol of the Convention is discussed as well as the significance and limitations of the Optional Protocol system. The final paper outlines the 15 "general comments" adopted by the Human Rights Committee which are periodically transmitted to signatory States on germane issues of human rights. 15 appendixes
