The goal of the Special Intensive Supervision Drug Project of Pennsylvania's Board of Probation and Parole is to provide special intensive supervision for a select group of parolees who have a history of drug dependency, are considered high risk, and reside in a densely populated metropolitan area where drug use is high.
Abstract
The project has three specific objectives: (1) increase supervision control and impact on drug abuse; (2) reduce crime caused by drug abuse; and (3) provide treatment services to clients amenable to treatment. The emphasis on control is achieved through structured and stringent supervision requirements, frequent urine testing, and the use of various sanctions, including electronic monitoring. The project simultaneously places a high priority on treatment. This is achieved through arrangements with treatment providers to offer inpatient, partial inpatient, and outpatient treatment for parolees who can benefit from such treatment. Client referral, assessment, and drug screening are detailed as well as treatment and intervention strategies. Consideration is given to project evaluation and funding and to supervision guidelines for inmates released to the project.
