This booklet presents the content of Sweden's drug (narcotics and psychotropic substances) statutes, ordinances, and proclamations.
Abstract
In the Narcotic Drugs Act, the term "narcotics" refers to any pharmaceutical substance or goods injurious to health and with strongly addictive properties. Sweden has complied with the Single Convention on Narcotic Drugs, 1961; the 1972 Protocol Amending the Convention; and the Convention on Psychotropic Substances, 1971. According to the Ordinance Stipulating that Certain Substances are to be Regarded as Narcotics, a number of goods have been declared to be narcotics. The Narcotics Ordinance contains provisions regulating legal handling of narcotics. There are also provisions regarding pharmaceuticals in the Pharmaceuticals Ordinance. The Narcotics Drug Act contains penal sanctions and regulations concerning forfeiture and confiscation of goods. Narcotics smuggling is punishable under the Smuggling of Goods (Penalties) Act. Provisions also govern the control of hypodermic syringes and maintenance of court statistics for drug cases. The Act of the Treatment of Alcoholics and Drug Misusers permits the treatment and care of drug misusers without their consent.
