This article points out the nature and effect of controls on police expenditure that became effective in April 1990, particularly the implications for future planning by chief constables and for the exercise of good management.
Abstract
There is no fault with the principle of controlling expenditure nor with placing more responsibility on police and local authorities to set priorities, but the bad timing and arbitrary method of implementation will have lasting, damaging effect unless remedial action is taken immediately. Part IV of the Local Government and Housing Act 1989 has rewritten the definition of capital to include vehicles, plant, and equipment, yet it cuts expenditures by 140 million pounds which reduces police efficiency.
