This 1989 report updates a variety of juvenile justice statistics from 1,100 public juvenile facilities.
Abstract
According to the Children in Custody (CID) census as of February 15, 1989, 56,123 juveniles were being held in public facilities or 5 percent more than in 1987 and 14 percent more than in 1985. Of the total, 95 percent were charged for delinquent offenses, 88 percent were male, and 80 percent between ages 14 and 17. Sixty percent were minority youth; 11 percent charged with drug offenses, 49 percent of which were for distribution. Since 1987, the number of females decreased 8 percent; serious property offenses decreased 4 percent. Drug and alcohol offenses increased 150 percent since 1985 and 58 percent since 1987. Annual cost per resident ranged from $17,600 to more than $78,800, averaging $29,600. Total for all public facilities was $1,67 billion, up 14 percent from 1987. In 1988, 33 juveniles died while in custody in public facilities. 8 tables
