As of July 31, 1990, the Department of Defense's (DOD) obligation rates for counternarcotics appropriation accounts were generally lower than those for defense programs as a whole.
Abstract
DOD officials attribute obligational delays to late receipt of obligation authority, extensive and time-consuming reprogramming actions, DOD policy decision requiring congressional approval, changes in counternarcotic programs, sequestration deliberations, and apportionment issues. Obligation rates were 24 percent lower than those for Operations and Maintenance; 13 percent lower than the National Guard Military Personnel; 50 percent less than Procurement; and 73 percent less than Research, Development, Test, and Evaluation.
