Workshop participants discussed the status of the AIDS epidemic, the continuum of needs of AIDS victims and community responses, AIDS prevention for high-risk populations, community-based AIDS support services, housing and long-term care for people with AIDS, insurance, education, treatment, and AIDS policy issues. Specific presentations focused on AIDS programs receiving support from the Robert Wood Johnson Foundation, myths and trends associated with the AIDS epidemic, AIDS and HIV treatment in public hospitals, and AIDS health care in Texas and New Jersey. Workshop participants also considered adolescent AIDS education, AIDS prevention for migrant workers, safe sex, community-based AIDS support services in California and Oklahoma, the private payer's perspective on AIDS prevention and services, and service delivery and payment options. Finally, the workshop examined structural barriers to financing early intervention and treatment for AIDS, community health center programs, failures in public policy and the crisis in HIV care and treatment, AIDS and the Medicaid program, the role of States in providing access to and financing AIDS health care services. An overview of AIDS policy issues examines testing, services and financing, impact, service models, prevention programs, and data trends. Notes, figures, and tables
