This annual report describes the role of the Federal Bureau of Prisons in the nation's correctional system. The introductory chapters provide an overview of the operation of Federal corrections during the 1980's, Bureau of Prison operations in 1989, and major highlights and accomplishments.
Abstract
Some of the highlighted achievements, demonstrating the Bureau's proactive management style, include effectively operating an overcrowded system while opening six new facilities, introducing management enhancements involving strategic planning and participative management, enhancing working conditions in cooperation with the employees' union, and implementing the Key Indicators/Strategic Support information retrieval system. The report discusses the development and implementation of the institution's character profile approach to evaluation, the development of the Federal Correctional Center concept, and the expansion of community relations programs. Details of each Division's activities are outlined. 9 appendixes
