This cooperative venture, the Evaluation, Diagnosis, and Referral Program (EDR), resulted from a Governor's Task Force on Addictions and the Criminal Justice System. The purpose of the program is to ensure that those on probation or parole who require substance abuse treatment services be identified, assessed, and placed in an appropriate treatment program in a timely fashion. The article describes the existing units and current staffing patterns in the program as well as the identification and assessment process itself. Through interagency cooperation, ongoing contact is maintained between the parole and probation and the treatment communities. EDR also ensures that offenders have priority access to treatment slots.
