Ohio's first full-service, State-approved, minimum security jail designed specifically for substance abusers is known as Resolutions.
Abstract
Drug and Alcohol Resolutions, Inc., owns and operates the 85-bed facility for nonviolent offenders. Located in downtown Hamilton, the facility serves as a satellite to the main Butler County jail. The facility cost $850,000, or about $10,000 per bed. The latter figure compares to $75,000 per bed estimated for maximum security prison construction expenses. Individuals convicted and sentenced to jail on driving under the influence (DUI) charges are screened extensively by the Butler County Sheriff's Department to determine if their behavior will be nonviolent. Resolutions staff include 223 professional full-time and part-time drug counselors, all of whom are working toward amassing 120 hours of credit to be certified corrections officers. Inmate activities are constantly monitored from a control room by at least one county sheriff's deputy. Video displays are related via a satellite dish to the main county jail so deputies there can see the pictures instantaneously. Resolutions houses both sexes in dormitory-style areas on separate floors. Basic inmate education covers a full range of addiction topics, and DUI offenders are also introduced to Alcoholics Anonymous and Narcotics Anonymous programs. In addition, programs focus on AIDS, resume writing, the GED (high school equivalency diploma), nutrition, and literacy. Inmate perspectives on the Resolutions approach are included.
