This force is a team mobilized for a short period to investigate major arson incidents; it does not set policy. The main benefits of an arson strike force are greater productivity using existing resources, better interagency coordination and cooperation, and stronger prosecutions. The nine steps involved in establishing this unit are (1) identify problems, (2) confer with counterparts in other agencies, (3) seek the prosecutor's advice and support, (4) develop a justification, (5) design the organizational structure, (6) evaluate expense requirements, (7) obtain agency endorsements, (8) seek policymakers' authorization, and (9) complete the organizational arrangements.
