The human immunodeficiency virus (HIV) epidemic raises some very serious issues for the criminal justice system. This document was prepared to update corrections officials on medical and legal developments surrounding HIV disease and AIDS.
Abstract
Background on HIV infection and AIDS is provided as well as a brief history of the disease in the United States. Overviews are provided of the medical and legal issues involved, and infectious disease control procedures are outlined. The bulk of the document is devoted to providing guidelines for: (1) criminal justice and medical personnel; (2) responding and arresting officers; (3) intake officers and intake medical personnel; (4) correctional officers; (5) jail administrators; (6) medical and mental health personnel; (7) court personnel; and (8) training staff and inmates. A glossary, a bibliography, and an additional reading list are provided. Appendixes provide a sample infectious disease control policy, sample condom distribution procedures, and an HIV antibody testing consent form. 8 figures and 103 notes
