Shapland and Hobbs divided police studies into sociological, managerial, and legal and historical categories and listed public perspectives, effectiveness and efficiency, public order policing, interagency cooperation, and policing priorities as subjects on which future research should focus. In Norway, a parliamentary committee listed the 10 basic principles on which police work should be based and defined 9 crucial characteristics of local police forces. The 1984-86 Swedish police reforms emphasized decentralization, democratization, and delegation; recent research and evaluation are focusing on developing more democratic policing in Sweden.
