This procedures manual describes the boot camp program of Maryland's Division of Correction and outlines what is expected of both inmates and program staff.
Abstract
Boot camp program goals are to alleviate prison overcrowding by allowing selected inmates who are serving sentences of 5 years or less to be released after completion of boot camp, to encourage inmates to become responsible and productive citizens, and to create a positive work environment for both inmates and correctional employees. Inmates are eligible to participate in the boot camp program if they are serving their first incarceration, less than 26 years old, not serving a sentence for a violent crime, and serving a sentence of 5 years or less. The boot camp program consists of three, 8-week phases in which inmates receive specialized, intensive, and rigorous training that is designed to develop self-control, character, orderliness, and efficiency. Inmates are required to participate in academic education, physical training, military drill, community meetings, an addiction program, and field day activity. The boot camp procedures manual focuses on inmate abuse control, complaints, program inspection, medical procedures, inmate hygiene and grooming standards, inmate finances and pay, inmate property, telephone calls and visits, mail, urinalysis, recognition of platoon achievements, and military courtesy for inmates.
