A standing parliamentary committee, not charged with any other responsibility, should oversee the operations of the CJC. An executive director, who will not be a member of the CJC, will be responsible to the chairman for administering and directing CJC functions. The executive director will coordinate CJC activities through divisions, each headed by an appointed director. The recommended divisions are the Official Misconduct Division which will provide the means by which the CJC investigative work will be conducted; the Misconduct Tribunal which will review decisions on disciplinary matters within the Police Force; the Research and Coordination Division which will conduct general research on CJC issues; the Intelligence Division which will provide a criminal intelligence service; and the Witness Protection Division which will ensure the safety of the CJC are described, and CJC monitoring of the judiciary is discussed.
