Private funding for police services is examined based on the experience of the Morgan Hill Community Law Enforcement Foundation in Santa Clara County (Calif.).
Abstract
The foundation was formed as a nonprofit, community-based organization to provide program funding and free equipment for law enforcement and crime prevention in Morgan Hill, an affluent city of approximately 25,000. The foundation has raised more than $200,000, most of which is granted to the city police department. The present research examined the nature and concerns regarding these funding efforts, using nominal group techniques and a survey of California police managers. Results suggest that private funding efforts will proliferate in California and that if appropriate policies are developed, private funding can have a positive impact on California's municipal police agencies.
