The task force's research focused on access to pornography, the effects of pornography, street soliciting for prostitution, the exploitation of prostitution, and other countries' efforts to deal with these problems. Data were gathered through empirical research, legal research, public hearings, and consultations with researchers and government officials. Legal changes include changing the terminology and offense definitions in the criminal code, matching sanctions to the nature of the offense, eliminating sex discrimination and other factors that may cause prostitution, and strengthening legal definitions and sanctions related to child pornography.
