Conditional release supervision protects the public by helping offenders become law-abiding community members to ensure appropriate control and provide assistance and services so as to minimize the risk of their committing new offenses. Agencies which conduct supervision must have copies of all relevant information about offenders in order to understand the offender fully and to make sound choices about the supervision of the offender. Quality supervision requires adequate time and resources to undertake the necessary tasks and responsibilities involved. Therefore, workload formulas or similar mechanisms are essential for proper and consistent allocation of parole supervisors' time and resources. Fundamental to effective classification of offenders for supervision is a systematic method of assessing the needs of the offender, the risk of re-offending, and any other factors which affect the offender's successful reintegration into the community. The development of a case plan guides the offender and assists the parole supervisor in the dual role of protection of society and reintegration of the offender. The conditional release of an offender should be suspended when the risk represented by the offender in the community can no longer be managed or where continued release is not possible. Appendix
