The government will not facilitate any type of illegal drug use among inmates rather it focuses its efforts on preventing drug use. Similarly, issuing condoms would increase the possibilities of violence and victimization against those receiving condoms and of sexual assaults on inmates. Instead, the prison system is emphasizing education and training.
